He was director of University Research Park, Inc., from 1999 until retiring in 2013 and managed and directed all activities for the Park, owned and operated by the University of Wisconsin-Madison.
He was appointed by Gov. Tommy G. Thompson to serve as Secretary of the Department of Administration in 1996. Prior to that appointment, Bugher was Secretary of Revenue from October 1988-96. Before joining the Thompson Administration, he was home secretary for U.S. Congressman Steven C. Gunderson in Wisconsin's Third Congressional District.
Besides currently chairing the MCHS Board, Bugher's connections to Marshfield Clinic include receiving Marshfield Clinic's Heritage Award in 2008, given to individuals who've made significant contributions to the community in government, civic leadership, education, medicine, law or business; and chairing the Laird Center for Medical Research campaign.
Bugher, a Chippewa Valley native, was in the real estate brokerage and development business prior to public service.
