Youth E-Cigarette (‘Vaping’) Prevention Stipends
According to a recent public health advisory from the Wisconsin Department of Health Services, e-cigarette use, commonly referred to as “vaping,” has skyrocketed from 8% in 2014 to 20% in 2018 among Wisconsin teens, reversing almost a decade of progress in youth tobacco prevention. In response, Center for Community Health Advancement (CCHA) at Marshfield Clinic Health System is providing funding to communities to focus on e-cigarette prevention efforts.
The Health System is offering $500 stipends to community organizations and schools to mobilize discussion and efforts on e-cigarette initiatives. Organizations may use funding for the planning or implementation of a variety of initiatives, including trainings, education and awareness, policy alignment with state and federal initiatives, treatment or enforcement.
Acceptable initiatives would include:
- Create a report or infographic using local e-cigarette data to communicate the impact and dangers of youth e-cigarette use. Examples of data to use: Youth Risk Behavior Survey, local law enforcement data, emergency room data.
- Host a community gathering (such as a town hall meeting, candidate/legislative education forum, sobriety pow wow, talking circle, nature walk, documentary or presentation) to educate and unite communities and candidates/current legislators on the topic of e-cigarettes. This can include implementing a mock display such as a bedroom, locker or backpack.
- Implement an effective drug prevention curriculum that includes e-cigarettes in school, afterschool or community settings. Examples:

- Develop and implement a youth action plan to address e-cigarette use in school. Collaborate with school resource officers, school administration and other school staff. An existing or new youth group (i.e. FACT, SADD) can implement the youth led action plan.
- Collaborate with partners to establish formal changes in written procedures, bylaws, proclamations, rules or laws with written documentation and/or voting procedures around the issue of e-cigarettes. Examples include workplace initiatives, school policies, law enforcement procedures and practices, public policy actions, and system change within government/tribes, communities, health care and businesses. - Provide an effective treatment program for e-cigarette and tobacco use to youth. Example:

- Facilitate a program that focuses on alternatives to school suspension.

Eligibility:
- Must have tax-exempt status under IRS section 501(c)
OR
- Be local government agencies / educational institutions
- To be eligible, you must be a part of the following counties
Organizations not eligible:
- Political campaigns, candidates, parties or partisan activities
- Religious organizations for support of theological functions
- Organizations whose philosophy or mission is not in alignment with or contradicts the mission of Marshfield Clinic Health System
- Youth and adult sports leagues
- Labor or fraternal groups
- Applicants whose purpose is in direct competition with Marshfield Clinic Health System
- Marshfield Clinic Health System entities
Funding restrictions:
- Costs not directly related to the e-cigarette prevention effort
- Reimbursements of expenditures already incurred
- Capital campaigns, fundraisers, entry fees/pledges
- Awards that solely benefit an individual
- All stipends must be expended within one year from award
